About the Author
Tony Bush is Professor of Educational Leadership at the University of Warwick, and previously held similar posts at the universities of Leicester, Reading and Lincoln. He is also Visiting Professor at the University of the Witwatersrand, Johannesburg.

A world view of school leadership and management

Tony Bush (2008). Leadership and Management Development in Education. London: Sage.

Tony Bush is a very credible writer and researcher in the field of educational leadership. The leadership-Management false dichotomy that has impacted on educational thought is addressed and Bush quotes Cuban, who saw that the concepts overlap. For me, management and leadership at school level can be represented by the Yin-Yang circle, showing that they are both integral parts of the holism that makes up running a school successfully.
Chapter 2: Models of educational leadership. Notwithstanding the comments on leadership and management in schools, Bush in Table 2.1 establishes a Typology of leadership and Management Models. While Nigel Wright's (2001) paper: "`Bastard Leadership' and managerialism" doesn't get a mention, Managerial leadership; Transformational leadership; Participative leadership; Interpersonal leadership; Transactional leadership; Postmodern leadership; Moral leadership; Instructional leadership; and Contingent leadership are examined. The Australian neologism, "inclusivity" (p. 17) needs to be rewritten in the next edition of this book.
The development of the moral aspects of leadership are highlighted in the third chapter, within a more complex educational situation.
Table 4.2 gives an excellent overview of what nine countries see as important in leadership development. Surprisingly, the US, the home of instructional leadership, is not checked on this dimension.
Developing countries are often ignored in the leadership literature, but Bush, because of his world-view, gives important insights. The division between centralised and decentralised school systems is useful.
The development of the National College for School Leadership is of international importance, and the English have put a lot of good work into this organisation.
There are those who questioned the effectiveness and even the relevance of schools, stemming from the Coleman Report (1979) in the United States. And, until quite recently, the role of the principal was challenged. Hattie (2003) and Marzano, Waters, and McNulty (2005), using meta-analyses, were able to give a measure of the principal-effect on students' learning. Day et al. (2009) (The impact of school leadership on pupil outcomes) further supported the previous research on principal-effect. So, Bush's final chapter declaring that leadership matters is right on the money. As West-Burnham noted: "No school ever improved just by being well managed".

Professional Development

This book provides a comparative overview of educational leadership styles in many different countries. I gave it three stars as I was hoping it would offer more practical applications for the development of educational leaders here in the U.S. and unfortunately it did not have much to offer in that regard.
